Case Study: Transforming DoD Contract Writing
Challenge:
DISA’s legacy contracting tools were fragmented and outdated, limiting efficiency and oversight.
Solution:
As the Program Manager for the Integrated Defense Enterprise Acquisition System (IDEAS), Dale Shelton led the replacement of multiple legacy applications with a single, low‑code system built on Appian.
Impact:
- Successfully fielded IDEAS as DISA’s enterprise contract writing system.
- Partnered with the Air Force to customize IDEAS into CON‑IT, now deployed across the USAF.
- Scaled across DoD and beyond: CON‑IT has since become the enterprise contract writing system for the DoD and other agencies, including NASA.
